This is probably the most complicated sign I have been able to understand in Japanese so far. It says "kita (north) Koshigaya (my city) train station west exit bicycle parking area." And as you can see that is exactly what it is. Here in Japan there are multi-level bicycle parking garages outside most train stations. And if you don't use them (they cost a dollar or two) the city will from time to time come around and impound (steal) your bike, and try to charge you $50 to get it back. Most people just buy a new bike.
